Graduate Certificate Programs for Educators in Toledo Northwest Ohio and Southeast Michigan

Ohio Third Grade Reading Guarantee and the Lourdes University Master of Education Degree

The Lourdes University Master of Education with a Major in Reading or the P-12 Reading Endorsement Graduate Certificate program qualifies teachers for Ohio’s Third Grade Reading Guarantee.

Beginning with the 2013-2014 school year, teachers with a third grade student who was retained or is on a reading improvement and monitoring plan must have the special qualifications outlined in the Third Grade Reading Guarantee regulations.

For the 2014-2015 school year, teachers with a student in kindergarten through grade three who was retained or is on a reading improvement and monitoring plan must have the special qualifications outlined in the Third Grade Reading Guarantee law.

Lourdes University Master of Education with a Major in Reading

The Ohio Revised Code (ORC 3313.608(H)(I)) states specifically that teachers with students who fit the above descriptions must hold qualifications outlined in the Third Grade Reading Guarantee. That is, such a student must be assigned to a teacher who has been actively engaged in the reading instruction of students for the previous three years and who has at least one of the following:

  • A reading endorsement on their teacher’s license and a passing score on the corresponding assessment for that endorsement;
  • A master’s degree in education with a major in reading;
  • A rating of “above value-added” for the last two school years;
  • A credential from a program on the Ohio Department of Education approved list of scientifically research-based reading instruction programs.

Lourdes University offers courses that can lead teachers to secure an Ohio reading endorsement on their licenses. Our master’s degree in education with a major in reading also qualifies a teacher for the Third Grade Reading Guarantee.
The Master’s of Education with a Major in Reading

  • Begins in January.
  • Meets one night per week (with possibility of Saturday sessions in fall)
  • Is a two-year program.
